This WP aims to check how does Europe exist in relation to political discourse? We are working in order to produce a set of visions of Europe from inside and from abroad from an institutional point of view in the different countries studied. We aim to compare the discourses of Europe on itself and the discourse of Europe abroad. For this purpose we analyze a limited number of representative bodies paying particular attention to the cartographic representations of Europe they produce. The specific body of documents that we are analyzing includes the websites of international organizations and national foreign offices, the teaching materials used in respect of history and geography, and the international economic media. We will also analyze political votes in terms of UN resolutions, which though not directly flows nevertheless reveal linkages or oppositions between groups of countries across different periods of time.

This working paper focuses on relationship between NATO and EU. Changes involved by the end of the Cold-War, and evolution of European Union's foreign policy are here examined. The 'Arab spring' and especially the intervention in Libya helps to highlight main differences and expectations regarding these two institutions. The task repartition (hard power for NATO and soft power for EU?) is also examined in a critical way. |

The European Union at the United Nations General Assembly This paper examines the EU behaviour at the United Nations General Assembly (plenary session plus the six committees) during the 64th session. The analysis, based on an extensive review of voting behaviour, statements, and meetings PV, focuses on external perceptions of EU. If the EU appears clearly as a united group at the UNGA, this cohesiveness does not lead to more influence as far as ideas and values are concerned. |

The WTO and the EU: Leadership versus Power in International Image Lisa Van Well, Mitchell Reardon (Nordregio) This EuroBroadMap working paper focuses on how the European Union (EU) is perceived in the World Trade Organization (WTO) negotiating system. Based on relevant academic literature, this paper examines the 'actorness' of the EU via two negotiation cases: one related to the 'Banana war', the other one related to MGO. It appears that the EU economic power is barely translated into leadership. |

This EuroBroadMap working paper presents an analysis of textbooks dealing with the representations of Europe and European Union. In most of these textbooks from secondary school, the teaching of the geography of Europe precedes the evocation of the EU. Europe is often depicted as a given object, reduced to a number of structural aspects (relief, climate, demography, traditional cultures, economic activities, etc.) whose only common point is their location within conventional boundaries. Such a vision may be easier for pupils to deal with and may reduce the risk of provoking political controversies. When studied, the European Union appears mostly as a incomplete political power, characterized by some strengths and weaknesses. Analysis method for studying national visions on Europe in school textbooks This methodological guideline was the tool used in the framework of the FP7 EuroBroadMap project in order to study Europe's representations in textbooks, inside and outside European Union. The first part presents the curriculum questionnaire, the second one the textbook analysis itself. This paper completes the textbook analysis (see EuroBroadMap working paper, textbook analysis). |
