The main objective of this work package coordinated by ULB is to fulfil objective C (functional Europe) through the production of a framework sketching the divisions of the world following the different types of flows and structures. The analysis of political networks revealed by UN votes will also complete objective B (Political Europe) on a quantitative basis. This work will be achieved through various statistical methods regarding the problematiques we are dealing with.

In the original formulation proposed by Nyusten & Dacey (***) a spatial unit is dominated by as spatial unit j if and only if two conditions are fulfilled : (a) the maximum flow send by i is directed toward j and (b) the total sum of in-flows from j is greater than the total sum of in-flows from i.
