The main objective of this work package coordinated by ULB is to fulfil objective C (functional Europe) through the production of a framework sketching the divisions of the world following the different types of flows and structures. The analysis of political networks revealed by UN votes will also complete objective B (Political Europe) on a quantitative basis. This work will be achieved through various statistical methods regarding the problematiques we are dealing with. This will be done without any a priori notions and will afterwards allow us to validate or invalidated the central hypothesis that Europe remains one of the World centres surrounded by peripheral and semiperipheral areas.

Statistical toolbox for flow and network analysis This working paper focuses on relationship between NATO and EU. Changes involved by the end of the Cold-War, and evolution of European Union's foreign policy are here examined. The 'Arab spring' and especially the intervention in Libya helps to highlight main differences and expectations regarding these two institutions. The task repartition (hard power for NATO and soft power for EU?) is also examined in a critical way. |
